They're not banning him based on the photo alone. They said the photo is what prompted their investigation -- and they mentioned that Lochte cooperated fully with the investigation. Maybe he told them how much the infusion was without realizing he broke a rule. Or maybe he just owned up. But they're not banning him solely because of the picture.

Don't believe that. They are banning him because of the photo. A photo goes out of a USA athlete chilling getting an IV like everything is cool and cozy? Please, they had to save face, because Ryan going unpunished would have caused a huge stir. The act is humiliating to the USADA, and it made it appear that they don't have any national control of its athletes
Let's say you're a parent, and you hear your son curse in the other room. More than likely, you're like whatever, you guys are in your own home, and it is nothing serious. But let's say you are out in public with your son, or at a big family reunion or something, and your son curses, and everyone hears it. Well, you have to punish him because it will appear as if you don't have any parental control of your child.
So yes he is getting banned for being an idiot.
Maybe he can finally retire to pursue a career as a neurosurgeon/professor/engineer/economist.

You'd have a point if USADA had any authority to sanction anyone. The swimming federation directs the NADO to process the sanction. The authority to sanction the athlete rests entirely with the federation.
Why do you think not a single word was published by USATF or a single action taken after yet another Salazar doping scheme was made public? Because they have total authority over sanctioning federation coaches/athletes.
I sense amateur IV administration will become a thing very soon.

I've said this before, but limiting the volume of an IV substance is pointless when the mass of the substance is what matters. Just concentrate whatever it is into less than 100ml of water and it's legal.
Unless the rule is really about the water, which is even dumber. IV'ing 200ml of water is not going to rehydrate you better than drinking it. And yes NOP has done that, but they believe in a lot of baloney.
