You need to look at the text of Title IX. It does not concern percentage by major or in general. The need to reflect the student body is clearly hurting men's sports because the percentage of women overall has grown a lot over the past twenty-five years, to 57%, which means on this percentage cut that there is a continual downward pressure on men's sports in the absence of a willingness to provide more spots for all athletes. Admin's ceaseless focus on the so-called money sports, football and basketball, hurts all other sports at most schools outside the big football money-makers where occasionally crumbs leave the program for the other sports. Finally, even after fully nine years now of economic growth, states continue to cut higher education budgets, because they don't want to tax the rich or corporations, who have been getting a lot of the benefits of growth. So, there are three major factors in all this, overall budget cuts, numbers of people and budget going to football, and Title IX restrictions, which have been interpreted in such a way as to hurt men and only preserve extant women's sports, rather than to increase opportunities for all. Most schools should cut football and they'd have more money available for sports that are actually healthy for people and that they can do for a lifetime.
