6 people scratched. not USATF's fault really. it's an 8-lane track so you can't just do a semifinal with 9 in each.
How much time before the race did they scratch? Was it enough to change the format?
You can do 3 semi finals with 6 each. First 2 in each heat qualify and next 2 fastest. Cancel the original semi finals and hold the final as schedule. There, problem solved.
