Lol, I get mocked for the odd typo or spelling a name wrong - there are so many comical errors in your post. If you are an ex-runner, you surely weren't competing in the 80s.
As far as steroid use for middle-distance running in the 80's, this was a period in which Arnold Schwarzenegger has basically said that nobody (in the bodybuilding community) had a clue how to use them correctl., and the approach was simply to shovel them down before workouts. That was for the simple crude objective of putting on as much muscle as possible. Obviously for middle-distance running the goals are a lot more sophisticated and if it's not done right it will be counterproductive. I've no doubt the East Germans like Beyer and Straub were using steroids, and the East German coaches would have been the most knowledgeable in the world as to how to use them for middle-distance athletes, and yet the performances of the Soviet/East German runeners were very hit and miss, unlike their women sprinters and field athletes of course. You can also see Beyer's pronounced muscularity in comparison to Coe and Ovett. I doubt if that was optimal for his performance. His coaches were probably trying to enable him to train 110% and maximize his recovery, but still couldn't avoid putting some excess beef on him. How on Earth I wonder did 90 lb Seb Coe, with no top East German experts in steroid cycling to advise him, manage to so clearly use the primitive steroids back then with such skill that he appeared not to put on a pound of muscle?
