That track is new, at 8392ft above sea level. Recently certified by IAAF.
Today began ODESUR games in that track, and the rumour is that Brazilian 10,2 sprinters are targeting sub 10 (depending weather and wind). Remember, South American AR is 10.00 (also set in altitude, by Robson Da Silva, the only clean athlete -with Calvin Smith possibly- from Seoul Olympic 100m final)
Moreover, according Bolivian press, in 2/3 weeks, IAAF could certificate the track in Hernando Siles Stadium (La Paz). That track inside National Stadium is at 11.932 ft. Above Sea Level

9.57 with +1.9 tailwind on that track is equivalent to 9.72 basic. (0.15 advantage, but rumour is that mental boost gives you an extra advantage, so 0.2 is reasonable)
Basic WR is 9.62 from Usain Bolt (2009 WC's)
Ergo, you need a sprinter in basic 9.82 shape. But who? Coleman is injured, but certainly, he was in supreme shape early this year.
