The likely doping list isn't evidence of doping. It's suspicion only. You can't hand out doping bans on suspicion of doping it's idiotic. That only takes place on Letsrun.
I ask again-if you’re Jama, what’s to stop you from simply avoiding Spain (or even the EU, if it comes to that)? Is there any reason to think Qatar would extradite him over this?

Jama has been based out of Spain the last few years, having previously been based out of Sweden. He used to spend time in Ethiopia but has been forbidden from entering the country for some time now.
Perhaps he could find refuge from extradiction somewhere but at least he can be banned, along with any athletes currently associated with him.

Suspicion is actually one step below the "likely doping" classification and results in aggressive target testing. The definition of "likely doping" according to WADA's ABP Operating Guidelines (section L.2.3 - page 53) is as follows:
"Likely doping: Considering the information within the Athlete’s Passport, it is likely that the Passport is the result the Use of a Prohibited Substance or Prohibited Method and it is highly unlikely that it may be the result of a normal physiological or pathological condition."
Note the language here: "It is LIKELY that the Passport is the result the Use of Prohibited Method and it is HIGHLY UNLIKELY that it may be the result of a normal physiological or pathological condition."
➡️Not just unlikely but "HIGHLY" unlikely.
➡️Highly unlikely that it's from a "normal physiological or pathological condition" means not the result of altitude training, naturally high blood levels, dehydration, illness, etc.
Now doesn't that sound like a heck of a lot more than just "suspicion."

What they guy above says it's true.
'Likely doping' in IAAF parlance means that this athlete is pretty clearly a filthy cheat, but we haven't quite reached the threshold that busting them can definitely survive a court challenge (or indeed it means that they could bust them if they wanted, but they're from a protected class so should look to avoid doing so.)

It sounds nice, but it's simplistic. Your worth a try would cost a lot. Bypassing protections in place for innocent athletes hurts the sport. Sending frivolous bans to CAS wastes scarce resources that could be used more effectively, hurting anti-doping. The IAAF could ban Mounir, and Balla, for being found with EPO in their possession. I don't see a basis to do more than that.

Ok but consider that the word 'likely' is not certainly. It leaves room for an alternative conclusion. It clearly does not mean 'is doping' or else it would say that; it's an internal document, they could write whatever they liked.
Also I believe that the likely doping flag is an automatic function of some kind of software which helps flag potential outlier scores for review by a person.

Dave Torrence turned in Jama Aden, died of very mysterious causes, the Arpaio-Scottsdale-Mesa County, AZ PD swept it under the rug and buried it because he's a brown dude, and would not allow access to the Facebook messages where Dave's mother implies his life was threatened by Aden on more than one occasion. Maybe the courts could order it opened and look into the possibility of filing murder charges.
