    OK State is not UTEP. It's always had its fair share of domestic American talent. Foreigners have never entirely made up OK State's team.

    Schools in the Southeast have always had to recruit foreigners: Arkansas, Texas Tech, Abilene Christian, Alabama, and various schools in North Carolina. It's hard to convince the best domestic runners to attend mediocre schools in redneck country.

    Okay, so this is the perspective of a D1 coach on all of this. Foreigners don’t cost more for most well funded schools. Yes there is the 12.6 limit on scholarships, but a lot of schools have extra money set aside for out-of-state waivers. The school I coach at has about 7 of them and the money essentially covers the out of state/international costs for a kid. So if you bring in a guy from England and use one, he is costing the same as an in-state kid. This allows you to essentially give him a “full ride” without actually using up the amount of money that a full scholarship entails. Now my school isn’t as massive as OK State, but I do know that a lot of bigger named schools get waaaaay more of those then even we do. In fact, you can even chunk them out and add them to the pot of 12.6 scholarships for more money. Plus Dave goes heavy into distance so he really isn’t throwing as much money at guys as you think. They aren’t risky at all.

    Also, I am up here for the West Region meet and have come across Dave (still at OK state with a crew of 3 guys doing a track workout today) and Jason Drake training the UW people up here competing. They were literally standing next to each other. They are still at their respective schools and I believe it will remain that way.

    That’s good information. He is way to great of a coach to be let go. I don’t believe that many guys are leaving. Nobody has provided names or new schools so it is probably greatly exaggerated that a guy or two are leaving.

    Except out of state tuition waivers are countable aid and count towards the 12.6 limit

    I'm not sure that is technically correct. Unless the award is based on financial need, then it wouldn't count against the scholarship cap. I believe New Mexico has something like this, but the award has academic standards so it's non-countable. I would be curious as to the number of schools who have such a tuition-wavier.

    I'd say those apples are similar

    Agreeing with you that distance athletes are smarter than the average student, makes it tougher for the schools with lower standards to attract them. So it doesn't make recruiting easier.

    I didn't follow the rationale of listing the in-state and out-of-state costs. It is the percentage of the applicable cost that counts toward the 12.6.

    Blowing a full out of state scholarship on a foreign athlete means you can't part out that scholarship to anyone else. It impacts the overall ability to build a team, financially.

    You can offer partial athletic scholarships to a few in state athletes, and they will fund the rest of their schooling through parents, academic scholarships, and need-based grants.

    Out of state American recruits being offered a partial athletic scholarship have to locate a larger stash of tuition funds than in state American athletes being offered a partial athletic scholarships. Academically average schools with amazing distance programs (Oregon) can attract walk-ons who get academic scholarships, thus not using one of those 12.6 athletic scholarships.

    I guess I didn’t explain it well enough. The definition of the 12.6 and 18 limit changes depending on the school. A mid-major school like, say NAU, might be funded well and reach the 12.6 on the men’s side. The issue is that the school might budget the 12.6 limit out to be full ride based on in-state tuition prices. You could consider a school like that fully funded but only in terms of an in-state budget.

    Now some schools (UCLA and others) may also have 12.6 but they budget it for full rides considering out-of-state fees. So that 12.6 is suddenly a lot more. Same limit, different budgets and different dollar amount. Some schools take it to ANOTHER level and budget for 12.6 using Full Cost of Attendance. This is the cost of a traditional full ride but also includes “other expenses” that helps a student athlete with food, clothes, etc. This would be the Texas A&Ms of the world.

    A school like Southern Utah would break the bank to get a foreigner because they most likely aren’t budgeted for out-of-state. A school like NAU may also have to pay a big price because they definitely are not as supremely funded as you think. OK State might not even have the same budget as Texas A&M, but they are a big time school. These “out-of-state” waivers might be extra money used to budget some of your scholarships past the in-state definition or even the out-of-state definition and into cost of attendance for some schools.

    My program has 12.6 budgeted for in-state but we have some of these “out-of-state waivers” that run a handful of the 12.6 into cost of attendance level scholarship budgets. That’s what I mean by extra money. The NCAA operates on the scholarship limit based on percentage of a full defined by the way a school has budgeted it. Sorry if this doesn’t make sense. I suck at explaining things when not in person.

    Bottom line: not all schools with 12.6 and 18 scholarships are the same. It depends on how the school has budgeted it with the NCAA

    Former OSU athlete here. Can't comment on specifics of what's going on at present, but I will refer back to the thread about Dave Smith and OSU that was created last fall after their abysmal performance at NCAAs. Numerous past and present athletes of Dave's came on there and gave honest answers of what it's like to run for Dave (and Bobby), and every single one of those truthful posts was deleted. I'm not going to open up that can of worms again, but instead encourage people to read between the lines.

    Dave going to Washington would make sense given he did his PhD in Pharmacology there and volunteered some with the team. It's a much nicer school and area than OSU and Stillwater also.

    Best of luck to all the current OSU athletes with whatever route they choose to go.
