OK, according to the IAAF there have been 176 marathon performances 2:06:07 or faster. 85 different runners have done it.
19 guys ran faster than 2:06:07 in 2017. Most of them won marathons doing so, and better races than B-list Prague, too.
Rupp is not a top 10 marathoner in the world. Period. He is not even in the conversation based on a 2:09 Chicago and 2:06 Prague win.

It would be easy to go on, but typing dozens of accomplishments more impressive than Rupp's slow Prague win is just such a long list!
