true, but no one tries to do it, in a methodical way.
old guys, if they do come back, they do work that makes them slow, or if they do the speed work, they get hurt, and mess up on recovery.
if you had a guy that could run 22x in their 20's, they can run 23 high at 40, that is no stretch.
fam probably could go 23 low in his prime, but that would have been without focus on sprinting. maybe he was capable of 22 high, so if he focused on sprinting he might hit the 23 high 200m which is the base to go for the 51 second 400m.
after that you are talking aeerobic work to get the 4 min mile.
