USAR, a water specialist. But the, pardon the pun, of all
American runners is Ed Cheserek, the dark horse of
American running, I like his disposition,

I have a feeling he'll (Cheserek) will time trial this race.
Ingebrigtsen is a very promising runner, but I don't see him getting close to Kwemoi's World Junior Record of 3:28.81. He has another year as a junior, though. I can see him running low 3:30's next year.

were there no pacers in Shanghai? Im pretty sure the Shanghai 5k was on sub 13 pace until the pacers dropped out.

Another event where "stacked" is bad. You don't want fast people elbowing each other at the front, running 3 wide, worried about placing 10th if they try to go out fast.
You might get one of those "most under 3:5x on American soil" things, but that's just because Nike can force its people to run there and make an effort. But it's just to sell tickets, nobody believes a fast mile can be run at Hayward.
