Obviously, there is a big fight going on and this public response is part of it. Kiprop is negotiating for the best he can get out of it and throwing shade on to anti-doping is part of it. Certainly, many of us have pondered the probability that doping is so rampant because the testing organizations and even whistle blowers, have to keep a lid on the dirt that comes out on them if they bust or push the wrong people.

Lie detectors are bs but if doping is illegal where you are the police ought to be able to examine phone and bank records. Like is there a pattern of payments on test days in the past? That would be most interesting to know. Was there an incoming phone call from the testind dude on the day before? Can they explain why that was? etc

Thanks for that update, It's hard to know where to start in analysing this story. The prior warning could well invalidate the whole test. But then again, did the DCO report the payment promptly? or at all? presumably not. Perhaps all three should do some jail time.

Most of OOC tests (ADAK or IAAF (including World Marathon Majors)) are done without announcement. Blood and / or urine.
Some are purposefully done with announcement and that makes sense from BP / SP point of view, just as another data point to record and analyse with other data points which are from unannounced OOC tests. This is my theory, without getting any explanation from anyone who is more informed about protocols.
Most of athletes we assist with Whereabouts have 1h slot in the evenings - After 19h.
Many get tested in the mornings, outside of 1h slot - 05h to 07h, sometimes at home, sometimes at "meeting" spots for the runs - including blood sample being collected in testers' cars, as athletes prefer to have test done and go train with the group that is waiting for them instead of going home and being forced to train alone, as group would usually not wait.
Morning tests and early afternoon tests are done probably so that samples can make it to Nairobi before late afternoon, then paperwork gets done and samples can be flown to Europe, Qatar and elsewhere overnight.
Over long period of time, I would say that only one athlete we assist with Whereabouts was target-tested or, at least, that is how it looked to me for a period of time. This athlete is running on a similar level now / during several months long perceived target-testing period - as was the case before he was added to OOC.
Some of athletes we assist with Whereabouts were tested on Nairobi airport before or after travel to / from competitions. I believe this makes sense and is useful as a test.
I heard of no real regularities from any athletes - Apart of DCOs sometimes calling athletes from the phone that is visible, in cases when they can't find athlete's house or can't find athlete in the "compound", as this potentially could be problematical, as athlete would know testers number, which theoretically can pose some kind of, again, theoretical risk.
This is demystifying whole process a bit. It is what it is and, again, this is just one personal experience, as related to athletes we assist with Whereabouts. Some of information is first-hand, some is as shared by athletes we assist with Whereabouts.
