He doesn't right now. 2:06 certainly isn't good enough. Perhaps if he had 3:25 it would be. Now if Mo drops 2:04:xx or sub 59 then he enters the conversation. If he runs 58:40 or better or something 2:03:xx then it goes to Mo without a question.
GROAT you don't need to consider intermediate times. You just need to look at the strongest set of points. For Bekele this would be 5000/10000. If he can run 12:37/26:17 by definition it means he can also run close to 3:30 for 1500 and 58 low for half marathon. Now, he didn't stay healthy enough to run HM/M at his best, so he hasn't matched those, but there is no doubt he could have run close to 58 or better in prime shape.
Haile is a better example. 3:30 and 58:55/2:03:59. Pretty obvious that this combination leads to near WR level in 5000/10000 and of course we see this with 12:39 and 26:21.
IF, and we all know this would be one hell of an if, Farah runs 2:03:xx it means he is both better at the marathon and the 1500 than Haile. By definition this means that Farah also is better than Haile at 5000/10000, and should have challenged for WRs in both. TBH, I think this current performance lines up very well with Farah as a 12:45-12:50 and 26:3x guy (if you assume Farah could have run closer to 2:05 in cooler conditions with slower initial pacing)...which is pretty realistic for him in my opinion. Farah dropping something mid 58s or 2:03:xx would be a huge shock, and you'd absolutely have to consider the possibility that the guy likely could have ran near the times of Bekele and Geb had he gone for it.
