As someone who lives in the mid atlantic to northeast and has also had a stint in CO Springs I can attest that those conditions at the latter location are easier to handle. The dry air and altitude make it much more bearable. If you are going out for civilian, non running purposes you can do so in t shirt and pants or log sleeve t and shorts in those conditions.
Also it rarely rains for long out there, storm clouds roll in and out very fast.
