Yes very much, he touched the line twice, once just off the bend and again just before the line but his arms clearly impeded him.

Hughes' arm is well into Richards' lane and extends into a non-natural position. I think it's close, but DQ probably the right call. Richards was already breaking form, but the contact looked to throw him off even more.
