I call BS. I looked at the NCAA championship results for 1978 and 1979.
The only Oregon runner to finish in the top 8 was Rudy Chapa. Winning time in 1978 was 13:35 (Chapa) and 8th place was 13:57. I doubt very much that 7 other Oregon guys ran sub 14 that year AND none of them placed top 8.
Same in 1979. Winning time was 13:20 (Maree). Only top 8 Oregon runner was Chapa (2nd in 13:25). 8th place was 14:07. Again, what are the odds that none of the other 7 Oregon runners placed top 8?
The sub 14 guys may have been running other events like 1500, steeple and 10,000.
Off the top of my head they had Rudy Chapa, Bill McChesney, Al Salazar, Ken Martin, Don Clary, Jim Hill, Greg Erwin and Art Boileau.
Oregon had four sub 28 10k guys in late 70s.
Ok, Chapa, McChesney, Clary, Martin and Salazar were all there in 1978 and 1979. How fast was McChesney as a freshman in 1978?
Hill arrived in Oregon in 1980
However Centro was a senior in 1978.

Only a slight exaggeration. Their collegiate talent is concentrated at fewer schools, so they have had teams with 10+ sub 14:00 guys. See:

It is amazing to see these statistics. There are probably 1000 colleges in the US with some type of distance program and only 30 or so even have 1 guy who can break 14 minutes. These teams have 7?!
Wisconsin during Teg & Solinksy years may have had 7+. They had 6 sub-14s in one race at UW back in 2005.
Let's add one more runner to the discussion. I know we didn't get a 5k time for Casey this year but if he were to run one right now how fast could he do it.
4-5 months off of cross country training, Casey Clinger steps into the track for a collegiate 5k in Japan and busts out a 14:20.

Can we get a duel meet between these two teams and just have them run a 5K? Yes I know NAU blasted them in XC and the same thing will probably happen next year but this hypothetical XC scored meet in a 5K on the track seems fascinating to me.
It’s really just academic. Any team that wins Xc has that many sub 14 runners. They may not actually run the race. So the fact that this team has the race times to back it up is interesting, it is not a sign of a historically dominant team.

At this point in the outdoor season
5 NAU guys have sub 14 performances
3 for Oregon
3 for Arkansas
Note: BYU only have one at this point, but that's not how the season will end.
Trouard will obviously do it, but I am not sure about the other three NAU guys. Glines (indoor season best was 14:33 and we have not seen him outdoor), Shea (14:08 was a PB for him, can he cut another 9 seconds?) and Lomong (he only ran 14:10 in his last 5000m. Not sure if he will trying another one)

BYU and NAU are on another level that is for sure. More depth and top times in the 5000m than anywhere else in the Country. Colorado State and Oregon are also up there. But luckily for Alabama, Arkansas and Oregon. They don't give out the NCAA National Outdoor Team Title 5000m.
