Well if you consider what he said post-race, you may see things differently.
Saying that his foot felt perfect, suggests that that was a concern. He then follows up with "to see what I can do in the next month before I start track season."
So that was not a peak race. Also, he appears to have used the race to see where he is at now. Then look at his final sentence, he clearly was simply pleased to be able to stick with the leaders as long as he could. He ran well within a minute of the national record.
Look at Kamworor's time. He won, finishing in 60:02. His best is 58:54. Cam mentions wind and rain. If Cam had run a minute faster somewhere else in perfect conditions he would have been the national record holder.
I'd say he is back and now wants to take advantage of his fitness, now that he knows what he is capable of. Injury free, I would suggest 27-low, 13-low, 61:00, 2:08-high/2:09-low.
