It has been known for a while, practically and mathematically, that the biggest factor in how high someone can vault is their run up speed. The challenge of the event is transferring the energy from run up to vertical height, but no mastering of technique will get a person over 5m if they don't have a great top end speed. Renaud Lavillenie's best 100 is listed at 11.04 , and he ran an 11.38 in 2013 when he broke the world record in the PV:
https://www.iaaf.org/athletes/france/renaud-lavillenie-238646There have been many 19+ foot vaulters that never broke 11 in the 100 and there have been a few that barely had sub 12 speed. Steve Hooker, a 6.06 vaulter and Olympic Gold medalist is probably one of the fastest vaulters we've had in recent time and his 100 best is 10.79. 10.69 speed would be pretty surprising speed for a pole vaulter, especially one still in high school. The guys in second and third place that Mondo beat have a couple of other sub 11 second 100s to their names so he beat a couple of pretty respectable sprinters. Does Louisiana not have wind gauges at any of their high school meets? None of these meets I've looked at down there have wind readings in the results.
