I have realized that when you're running somewhere between 6-7 min/mi pace (probably true for anywhere up to the 8min/mi range as well) you will startle most people despite your best efforts not to. In fact, my efforts to alert people to my presence often startles them more than it does to just keep quiet and pass by. Plus if I maintain pace, or even increase it just a little, then I'm usually long gone before they can have much of a reaction. Once I'm gone they're out of mind for me.
The only times I will think to alert someone to my presence is when I think the person might move into my path, or if I think that avoiding them could be dangerous for me or others right around us. In those cases I'll slow down to a jog and when right behind them I'll say, "excuse me."
