Course record?
Gosh, Rupp is good. Never has a bad one.
Wait, since so many think I hate Rupp and I enjoy playiing the villian, I'll answer your question about course record and point out that his winning time today was the slowest in 7 years in Rome. :)
2011 Tujuba Megersa (ETH) 59:58
2012 Philemon Limo (KEN) 59:32
2013 Wilson Kiprop (KEN) 59:15
2014 Aziz Lahbabi (MAR) 59:25
2015 Robert Chemosin (KEN) 59:37
2016 Solomon Yego (KEN) 58:44
2017 Guye Adola (ETH) 59:18
2018 Galen Rupp (USA) 59:47
Although I'll also point out that the Haylu's winning time in the women's race of 69:02 was by far the slowest winning womens time in 7 years as well, indicating the conditions may not have been ideal for running fast which is what someone claimed on the other thread (I'll have to look up weather conditions).
2011 Anna Incerti (ITA) 1:09:06
2012 Florence Kiplagat (KEN) 1:06:38
2013 Flomena Cheyech (KEN) 1:07:39
2014 Caroline Chepkwony (KEN) 1:08:48
2015 Amane Beriso (ETH) 1:08:43
2016 Worknesh Degefa (ETH) 1:07:08
2017 Gladys Cherono (KEN) 1:07:01
2018 Haylu ETH (69:02)
Ok I've done a little research on the weather. First of all, before we get to the weather. Remember the course features an elevation drop of 20m, which is more than 65 feet which aids you by more than 11 seconds according to LetsRun.com coaching / stat guru John Kellogg's formula that says every 10 feet in elevation loss helps you by 1.8 seconds.
In terms of the weather, here is the course map.

Maybe overall net it helped him a little as it's pushing him to the West more than it's hurting him for coming from the south?
On a serious note, can we just all agree that this was the perfect race for Rupp to run his half marathon pb. As will be the case with Rupp's entire career, we're left to debating what it all means and how much of it was or wasn't aided?
