My guess is they (NCAA) think trying to fit 16 DMRs on the track would not work and they would not run 2 sections. But for the 4x4s they run it in sections anyway so they stick with the traditional 16 acceptances.

Now that you mention it, two sections of the DMR seems like a decent idea. Few people but distance runners want to watch that, but I like it.

I think that sounds like a bad idea. I'm not a fan of tactical races, but I understand that sometimes it happens and having multiple sections takes away from any tactics in the race. One of the main points of distance is that you can't just run all out, you've gotta be smart and have some kind of strategy during the race.
All star teams are different than colleges.
Although the example you gave probably would not get the world record anyways, Brazier would choke and split 1:50.

I get both sides of this argument. The whole idea of having a relay is that there's a team basis to it, you're supposed to have assembled a fast group of people who have a certain type of affiliation with each other that extends beyond who pays them. Think high schools and colleges. They all train together and possibly live together in some way (albeit not necessarily in the same household, maybe it's just the same city) for extended periods of time and compete for a certain group that they've dedicated themselves to. In that sense, I think it would be cool to see pro teams doing relays and I would be totally okay with them getting world records for it. If Bowerman TC went out and ran a world record relay using members of their team, I'd be okay with it, even if they had different national affiliations.
However, the other side of the argument is why stop there? Why can't you just throw together teams from the same sponsor or training group? Why does it have to be specifically a team? And I really don't have an answer for that, which is why I can see both sides. Personally, I think it ruins the whole "team" aspect of a relay but I do get the reasoning behind a loose affiliation being allowed for relay records.
On a side note, I think it's dumb if USC's record isn't ratified because a kid born in the Bronx doesn't identify himself as American.

It wouldn’t be a meaningful record. Assembling the four best runners in the world and putting them on a relay team would produce a stupid fast time, but what would be the point? Relays only make sense if there’s a meaningful connection between the athletes on the team. Same school, same country, ok. Same sponsor is tenuous at best. If you’re going to assemble a group of international elites, it’d be more interesting to just have them run an individual race.
