It looks like Hassan began to move over once she felt Muir on her shoulder. She moved over 2 full lanes in a period of only 3.3 seconds; that's 8 feet in only 3.3 seconds. Clearly a move to cut off Muir. Considering only 0.1 seconds separated them, this move was the difference in the race.
