2) (Especially in the men) there is a lot of depth, so you can get pulled to good times

The Japanese guys were going for the NR 2:06:16, and the race played perfectly for that with Kipsang not even hitting 5k at WR pace, it allowed everyone to run the perfect pace. I'm sure the other guys that ran sub 210 could see the leaders in the distance and that has to provide some incentive.
Obviously the Japanese have incredible depth and prioritize domestic events. But why has this not translated into International success?

Because the Japanese record is 2:06 and the Kenyans are running 2:03/4.
Japan has a rich history of international marathon success in the past. The kenyans and EtEthiopians have just moved on in the last decade.
