13 mile long run seems a bit excessive but I honestly have no idea.
Why does she do the same wo every Tues? A lot of running for 13.

The first hour of which is "FAST, with mom". With this I count four workouts/week.
The kid is Ethiopian, so maybe she is ready for adult-level training?
Just another clueless parent pushing their kid way too hard. I would have hoped Hall could learn from his own mistakes. Hope the girl doesn't have too much pressure in her own head.
I imagine she has been running for most of her life and is probably more prepared for this type of training than a typical american 13 year old would be.
Although I will say it looks a little much, we need context to truly know.

He is coaching the right way. I like the fact that he is going by minutes, and not by mileage. That is the
way africans trains, and prevents one from over training. Once the minutes are up, then training is done.

Can anyone explain the benefit of running the first 2/3rds of a long run faster than the last 1/3rd? Why would you practice fading to the finish line?

No, this is not typical in any way for middle schoolers. This is more volume and density than my son Drew ran as a high school sophomore.

His plan in adopting all those kids all along was to build a stable of elite runners (something he NEVER was) throw enough eggs against the wall one is hard enough not to crack. Sadistic.
No drama, just stated facts :-) Well, I guess it's my opinion that this isn't typical for middle schoolers, but I'm pretty sure most youth coaches would share that opinion.
