I'm guessing you saw someone doing this fairly recently, in the northeast? If so, that was probably me. I had been driving for 3 hours straight and my legs were really tight. Had to loosen them out somehow. Douche.
I believe the point is to swing your legs.

My vague understanding is that the moderately vigorous swings going to the ends (but not forcing beyond) the current range of motion of that joint helps to "reset" the proprioceptors (the muscle spindles and the golgi tendon organs) so that they allow a larger range of motion in subsequent activity, rather than going in to guarding mode too earlier.
Basically your muscle spindles and golgi tendon organs get conservative after some hours of relative inactivity, and you're letting your body know that it really does have access to a somewhat larger range of motion than it would access without that "calibrating' activity.
It lets everyone in the area know that you're a gay guy with loose hips.

Also I use them as a diagnostic tool pre-run to see how tight / sore I am.
Add with short shorts and you get to swing your junk out.
I think they are used to burn nervous energy.
They help to pool blood in your feet.
