In fact, the rules of the Olympics seem to be intentionally designed to allow some number of mediocre athletes to compete. If I remember correctly, every country gets to enter one track athlete even if they don't have anyone who has hit the A or B standard. These aren't loopholes that are being exploited; they are rules that are--for whatever reason--intentionally put in place.
I'm not sure why scored sports can't have an A standard just like track. They could just set a score that you have to hit in a competition in order to qualify for the Olympics. If the scoring is really objective, that should be possible. If the scoring is too subjective to do that, the sport probably doesn't belong in the Olympics.
