The French record was annulled, because article 17 of the FFA stipulates that if dual Nationals have already represented their second country, the record would not stand. As Wanders had already represented Switz. at the Euro cross in 2014, the 'no French record' was applied.
So the French road record still belongs to Abdellah Behar, with 28.05.
However, in a bizarre turn around the French Federation will allow dual nationals, like Wanders, to claim a French record, even if they had previously run for another country, provided the athlete has a French ID card, which Wanders has.
This new rule will go into effect April 1, 2018. So if Wanders wants the French 10km record, he will need to beat it on or after April 1.
