If you can't get the standard without artificial conditions, then clearly you don't need to be worrying about it in the first place. Engels is a talent. who is going to have zero problem running 3:39 in a nationally televised race on a bank track with rabbits.
The biggest issue is if there is a 1500 camera en route you aren't normally going to go all out and stop there. That's why I still think even if Reggie is way slower it's a better option. Way better.
Can you provide me with the 1500 splits? What was his 1500 time? I'd like to see those. I imagine it was 3:38.73 based on the fact that at the Armory his 1500 split was 15.23 seconds faster than his final time. So if that's true - he BARELY got under the 3:39 standard when in reality he ran the equivalent of like a 3:36.
