O.K., first, if you are seeing 3-6 guys break four or break 3:42 for 1500m at a college meet it isn't an "ordinary meet" as generally there are only around 35-50 guys capable of that in the entire college system in any given year. Any meet with 3-6 of the top 50 in their event isn't ordinary. Generally it means it is a large important meet or a championship meet of some sort. Yes, you can see a dozen or more meets like that in a year, but lets remember there are literally hundreds of college meets across the country every year.
Secondly, simple math can tell you how insane your question is. Looking back on this last year, according to the IAAF there were 158 guys sub 3:40 in the world. So lets go ahead and be generous and extrapolate that down to 300 athletes sub 3:42. 300 guys. Now, lets look back. The first time the 3:42 barrier was broken was 1954. 63 years ago. Now lets be really really generous and say that every year every single guy under 3:42 is NEW, and wasn't on the list the year before. Something that is clearly not true. AND now, let's say that we have had around 300 guys under 3:42 every single year since the barrier was first broken 63 years ago. Again, something clearly not true. That gives you 18,900 people breaking 3:42. In 63 years. That is it. I would be willing to be that if we had comprehensive lists and it is something that could be checked and you combined all the mile and 1500 equivalents , less than 10,000 people have actually done it.
