Except that Virginia is a Commonwealth, not a state.
He didn't capitalize it, so it is meant in the generic sense, which means it is a correct usage.
Plus, we aren't the "United States and Commonwealths of America," despite the silliness that Virginia, Kentucky, Massachusetts and Pennsylvania engaged in back when they formed.

That's what the evidence suggests. The Kenyans have had a considerable number of doping positives the last several years with some involving big names (e.g., Jeptoo, Ekupe) and of course Sumgong just last spring. And when WADA retests samples from Beijing & London, it's always the Russians and a maybe a few from Turkey that come up positive.
The Americans haven't had a distance runner test positive for dope since Eddy Hellebuyck back in 2004, and Regina Jacobs on the female side in 2003. Additionally, since the biological passport debut in 2009, no one American distance runner has been sanctioned. OTOH, Russian has a world leading 50+ sanctions with Turkey & Morocco up there in double figures.
So, just based on this evidence it would seem that American distance running is as clean as it gets. If there was just one doping positive or biological passport sanction, or retested sample coming back positive, then the outlook might be different.
