Congratulations for adhering to the strict rules. You have every right to join the XC team next year.
Why don't you actually try to improve now, on winter and spring track teams, many months in advance of the beginning of XC practice, so that potentially you're not just another egotistical bragging slug with a false impression of his own self-worth on a team where it's the CREAM OF THE CROP who bring the program its national success?
I live in New England. I live vicariously through the success of the SUPER BOWL CHAMPION PATRIOTS! They couldn't have done it without ME. Maybe it's ditto to YOU in December next year, champ, if Loudoun Valley succeeds again. You might be the straw which stirs the great ones' drink.
