Check your facts bro. Here's Fam's pr's. Pretty good for a kid that ran 4:24 for the mile in high school. I'd say he ran well inside 4 minutes on numerous occasions. Crazy, reckless, tough, or whatever adjective you want to use, the dude ran some fast times.

Using Milesplit's running converter, Fam doesn't hold a candle to other sub-4 masters we are discussing here, Lagat and Coghlan.
Coghlan's mile PR of 3:49.78 converts to a 3:32.82 1500m. Fam's 1500m PR converts to a 3:53.03 mile at best. Coghlan has 3 seconds on Fam's 1500m PR and 4 seconds on his mile PR. Big differences in the world of the 1500/mile.
I don't know of anyone else has run sub-4 over 40, but Lagat and Coghlan are the fastest that I know of. Lagat is one of the best of all time. Coghlan was one of the best in his era, run under 3:50, and still has the 2nd fastest indoor mile ever. Fam simply does not compare well to these guys.
Fam was very talented over a wide range of events, but compared to the other masters that have broken 4 in the mile, he doesn't compare well.
