It depends on the type of graft, rehab, and adequate time allowed for healing, etc. He's not in a sport that requires cutting, rapid change of direction, jumping, etc. (e.g., skill positions in football, basketball, soccer). There's been many RBs, WRs, DBs, in the NFL who have come back from ACL reconstructions without losing any speed...no surprises there. Degenerative changes over time are a concern with ACL reconstruction.

Is he going to fake an MRI showing a torn ACL and having repair surgery? Not saying he isn't doping, but this seems a bit too serious to be a cover for a suspension. Tendinitis or mono, or something more common and less verifiable would be a better choice.

After reviewing the photos of the game, he played on ARTIFICIAL TURF! Had he played on natural grass this wouldn't have been a problem. Artificial turf is made of rubber pallets, which come from rubber tires. It is a very hard surface, and does not act like grass. It catches the foot as a person cuts and turns, so as the knee turns, the foot does not move in harmony with the knee. So an unnatural movement takes place which affects the ligaments and tendons.
He would not have been injured on natural grass....and he should not have been playing a contact sport to begin with
I once did a DNS with a 5k race, because the last 100 yards took place on a football field! I do not do anything on artificial turf.

that mighta been minor meniscal or ligament tear at worst with some shaving & wash-out
minor enough to come back very very close to if uninjured & thus for an improving athlete 13.03 after was no shock
he suffered a reported ACL tear end of '16 & last year ran 13.10
that wasn't bad recovery but remember, he was improving, maturing guy so wouda expected to improve for a coupla years from 13.03pb, so coud be argued he "lost" 2 tenths in '17 from injury
