Because it's the only marathon in one of the biggest cities in the world, it's an easy, wide course without tight turns, Mexicans have a history of endurance runnings (and walking), and they open it up to lots and lots of people.

I assure you many more than 5,000 runners cheated. I ran it a couple years ago and some people went to watch me - they said the buses and subways were full of people with bibs, like 80%. And then I saw the replay on TV a couple days later and they were interviewing some guy in the finish area getting his massage. They asked him how he felt after running 42 km and he sheepishly admitted that he only ran the second half. Then they talked about other things for a minute or so and the TV person again brought up the full marathon and this guy had to rehash the fact that he only ran half of the race on national television. It was pretty great.

About 10,000-15,000 people bandit the race every year, but most of them actually run the whole thing.

I ran Boston for the first time this year. I started at the very back of the first wave because I qualified for the first wave by only 15 to 30 seconds. I was surprised that I manage to pass so many other runners who were much younger than me. I am in my early 50's but I managed to place well under 3800th while my BQ time ranked me roughly 7000th. Boston was my 3rd marathon. I was also surprised that some of those that I passed appeared to have a beer belly. Now I wonder if some of those that did not appear to have a body build for the marathon may have cheated to get a fast enough time to make it into the first wave.

One painfully honest runner in the first wave told everyone around him before the start that he did not expect to run as fast as most in the first wave as his BQ came from a REVEL marathon down a mountain. So maybe some BQ'ed at one of the marathons with a 2000+ foot drop while others cheated.

LRC people always care about nationality. Particularly when Africans run for Gulf states, and Russian so-called "dopers" are caught. Then they cheer the big USA drum 24/7 too.
