okay, I can't take it anymore. I have to respond here.
1) honestly, the time is okay - not a child prodigy. Sorry. The reason the times looks good is simply because most 8,9,10 years olds aren't running road races.
2) the single biggest mistake parents make when they find their kids have talent is getting too involved.
I started running when I was 10. 70:00 min 10 miles. My parents did one thing smart - let it by my activity, not theirs. the fact that you are even on the site asking questions shows me you are already too involved..trying to determine if there is something here, and what to do about it.
let the kid be a kid. If he wants to run, let him run. I am 53 and still run because my parents stayed out of it. At one time I had an older sibling who started giving me too much advise and guess what - I wanted to quit. why? cause it was no longer just me running because I wanted to run....I felt like I was now running for them. Coaches and parents etc. have to learn that you do more damage by trying too hard with young talent. keep all your expectation to yourself. as soon as you start projecting them onto the kid about how good they might become, you change the whole sport for them.
running is fun.
even elites will tell you while we all have big goals (others having expectations of us - don't help). We put enough pressure on ourselves. Coaches and parents should be the one's reminding us that this is to be fun not projecting Olympic aspirations. If you as the parent or the coach have those kinds of aspirations - get off you ass and go get them for yourself.
