There usually is a photo finish camera, even for road races, if they're this big. They had one for the NYC half:

It looks like Rupp won, but he might have obstructed Korir by putting his arms out at the finish? Korir certainly had the momentum to overtake Rupp had he not abruptly been slowed in the last five meters.
