VIP area. It's a way to charge a few people a few extra bucks to be right on top of the action (literally).
Unfortunately, it invalidates any records set at the meet as the track is no longer considered "outdoor" thanks to the covered portion. Also ineligible for indoor records since 90% of the track surface is uncovered.

Is this actually a rule? There are some older US stadiums where part of the track goes under the bleachers at one end, like University of Nevada, Reno. Are they not record eligible.
Also, London Olympic stadium has a roof that extends out over the outside lanes. This was very noticeable during the recent World Championships when it was raining because the outside lanes were mostly dry while the inside lanes were in the rain and had standing water. On the NBC broadcast, Ato Boldon commented on the unfairness of this for some of the sprints where some runners drew lanes with standing water and others had dry lanes. The stadium is obviously record-eligible because national and world records have been set there (women's 100H for example).

Wrong.
So if a marathon goes under an overpass it is ineligible for an "outdoor record"?

How many obstructed view seats did it create?
Promotional ideas from people who do not understand the sport usually do not do anything to help the sport.
Would have sold as many 'enhanced viewing seats' if they used the existing first couple of rows and had a dozen push-up bra hostesses passing fancy finger food and booze. around. Very big colorful VIP Passes on neck cords also go over big.
It was an area where fans can buy special access then after events and an award ceremony up there the fans could mtt and greet the athletes.

For drunken, disorderly spectators.
Just make it a skybridge to VIP infield viewing areas. Seeing pros run by or jump a few feet away at the same level is a thrill to say the least. Anyone who has spectated at Dempsey knows what I mean (despite the overall viewing limitations of that venue).
