What you say is true about property damage. Houston made its bed long ago and has to lie in it as far as not treating potential flooding seriously enough. However, a serious effort at evacuation probably would have saved lives and avoided many unnecessary rescues.

What we will see is the usual situation of privatized profits and socialized losses.
People object to the government telling them where they can and can't build despite a high potential for flooding and property damage, but when disaster strikes, people expect the government to bail them out and spend billions in disaster aid and assistance for rebuilding. It happens all along the Florida and the Gulf Coast and now it will happen in Texas.

Problem is it didn't become likely that the storm would seriously affect Houston until the day before landfall. Not enough time to evacuate the whole city safely. It would have been chaos like during Rita except worse because millions would be trapped in their cars while the flooding occurred.
