It is my opinion that a runner should not stop the clock when they stop for any reason during a run. Well, except for lunch and sleep for super long runs. The clock is not stopped for any reason on most runs. You stop and your finish time is slower.
The Garmin data is already being uploaded to Garmin's website. It would be a nice additional data set to have the Garmin data also uploaded to Strava. However, if only one data set is uploaded to Strava, then it makes total sense for that data to be from the Suunto watch(es), thereby providing a cross heck between independent data recording devices.
I agree the clock should not be stopped until the runs are complete. It is possible the Suunto watches are set up to automatically stop recording when the runner stops below a certain pace. That feature should be turned off in order for them to continuously record during stops, if transparency is the objective.
