Good question. There is a short extra distance to cover from the gate to the steps. That could easily be added to make it "official." The official end should be opened to the runner at all times. I do not know when NYC decided to lock the place up.

Is there some rule that says the run must finish on the steps of city hall? Who makes the rules in an event like this? I can definitely see how it would be best to finish on the city hall steps, for the best photo ops and PR. But that's far different from *requiring* it finish on the steps of city hall. It seems ridiculous to have a 50+ day running event where the finish line is only open weekdays until 5PM.
