You have to get the mileage in as easy as possible. You don't want to run to fast and stress your legs more than you need to. So there is a balance between speed and miles. Of course weather might have some influence too.
Just 49 miles in 15:40 for Mimi indicates a bigger problem. 3.1 miles per hour is not much. Of course that might include longer strategic breaks.
