Mo was a 13:07 guy before 2010. In 2010 (before joining Salazar), he won the European 5000 and 10,000 and ran the 12:57 in Zurich. If I recall correctly, he really wasn't a factor as it was a 3 man race between Tariku Bekele, Merga, and Solinsky. Race results below. Note that Mo is about a year and half older than Solinsky. Also note the 11th and 12th place finishers.

Neither Geb or Bekele were ever in race like Monaco. I'm sure they could have had faster 1500 PR's if that were a priority. But I will give you that Mo is a little faster than Geb and Bekele at 1500. But Geb and Bekele were way faster at 10,000 than Mo. I certainly believe that Mo was capable of a better 5000 PR than 12:53. But a 12:40 claim with certainty is ridiculous.

Kenenisa and Geb might have been able to run a bit faster than they did at 1500m and Mo for sure could have run faster than 26:46 but either way Mo was capable of 12:40. This is obvious.

There are not many sub 1:49 guys running 5ks in the US when they are 20 years old. They all run the 800/1500. Mo's progression really isn't too shcoking until 2009. The the 26 year old goes from being a ~13:08 guy to a 12:58 runner and a 3:38 to a 3:34. Those are pretty big jumps. They do happen (injuries, training changes,...) but they always look sketchy.
Make a list of all the 20 year old 13:38 US runners. It isn't a big list and you will recognize most of the names. Then figure out which of them have sub 1:50 speed. It is a small list. And most of them are going to be the names you recognize. None peaks as high as Mo but they were pretty much all good runners.
The OP said PB not PR. The OP is not American. They say PB in England and Australia, for example.
Also, 3.38 to 3.34, or 13.08 to 12.58 - they are not massive jumps, if you change the training, bring in strength work to help speed etc.

Mo is a very talented runner. No amount of PEDs can bring an average runner (even a good runner) to win multiple Olympic and WC.
Mo does not have the monopoly on PEDs. Yes, like Lance he has the benefit of the best program. But he also needs to be very talented and hard working.
You need all three.
He clearly doesn't take what the guys in the 90s and early 00s were taking. He has not come close to those times.
He excelled in a different time, where Bio passport and out of competition tests existed. I'm sure that it's not rocket science, but he had to be a little more sophisticated.
No matter what (like Lance), he is a very talented runner. Like Lance, he decided that simply having the career of a Kevin Sullivan or even a Nick Willis was not enough for him.
Look at Rupp, he had the same advantage as Mo (maybe more) and he never beat Mo. Rupp was also very talented.
