There should be a blocking rule, in Motorsports you're allowed one move, second move is considered a block.
Unlike race car drivers, runners don't have rear view mirrors. Also, drivers follow a line around the course. On the final straight any number of runners can be anywhere on the track -- it's not a wise tactic for the leader at all. The best tactic for the leader is simply get to the line first.
