If only it were that simple as "stepping on the line and end of story". If you just observe a video of the race you can see that Quigley was bumped by a competitor coming off the steeple pit right before she stepped on the line. She was pushed a tad to the inside just enough to cause the miscue. Really no different than what Farrah did when he stepped completely inside the curve yet he wasn't DQd. What's really most disappointing is that USATF didn't watch the film and go to bat for her within the 30 min time frame of appeals. It was appealed later but then not by the whole committee.
Alleged rule violation [IAAF running event rule 127] requires Umpire to observe it, show yellow card, and report details to the appropriate Referee. Photos may support, not initiate a DQ. Presence of officials was not visible in the [water barrier runway] area which may explain why two of Quigley opponents were not DQd for their physical restraint of Quigley at the water jump.
