Because a DQ is a harsh response to such a minor advantage gained. I'm not even sure if she did gain an advantage, but I do agree theoretically exceeding the line could be advantageous thus should be penalised. Disqualifying an athlete from a 9 minute race for stepping inside the line is overly harsh. Any race run not entirely in lanes should have a time penalty added (which we can agree upon later) and not a DQ.
OK, but what you are arguing is that the rule should be different. I don't think a protest is the
right forum to argue for that. It is outside the scope of the committee to change that.
