You is correct. I chalk up the cones to laziness. At these World Championships in London, I noticed that the officials removed the curbing on the oval long in advance of the steeplechase being run, so the earlier races had only cones in at least two places, the entry and exit to the water jump. And, as you mentioned, there is not any rail/curb along the water jump route itself.
At Hayward Field, they have always had a rail/curb along the water jump route. They keep the rail in place on the oval until the steeplers have run the first curve of the race, then quickly remove the two appropriate sections and set them aside. That's the way to do it.
But the Europeans seem to be very lazy, habitually having curbing out for:
- steeplechase
- high jump
- javelin throw
- and at least once I saw in a Diamond League this year, even for the shot put.
I think they must simply be lazy, and their facilities are usually compromised for the JT and HJ because of that all-important soccer craze.
