Seems there are conflicting reports between IAAF and Botswana national team - who, I wouldn't be surprised, are more likely not telling the truth more so than IAAF, no?
I'm not sure Botswana's federation is trust-able, but Based on the video of the IAAF blocking Makwalas entry to the stadium, I'm inclined to trust them more than the IAAF.

The statements of the IAAF saying the Botswana medical team were present was from Botswana not the IAAF doctors.
IAAF already admitted to fabricating parts of the media release to BBC, they cocked it up.
Medical officer got a proper grilling by Gabby, looked like she was gonna cry. Good on her for showing up for what was always going to be a crucifixion. Paula Radcliffe pretending she knows stuff by mentioning CRP and the blood passport.

No, the statement was an email from the IAAF to the BBC commentary team, which they read out to the Botswana team live on air. Botswana denied it, turns out IAAF made it up. Do we expect any less from Lord Coe, former member of the FIFA Ethics board?
