Here's a video. The replay is at 14:27-14:30. While it is not high enough resolution to have a frame where the foot is on top, but you can see his foot change angle after it goes over the top of the toe board.
In the last round Kovacs was the only one who could deny Kovacs, he unleashed a monster throw over 22 meters, but before it could be measured the red flag was raised. They showed a replay of his feet, and he did not foul. The judge made it up. He knew he did nothing wrong too, you could hear him yell "oh f*ck off"
again, that video shows nothing other than a blurry foot in the area of the board. "changing angle" simply could be him pulling his foot back so he wouldn't touch the top. you are allowed to touch the side. post a still shot of his foot touching the TOP of the board.
The rules say that no part of the foot can touch the top of the toe board even at an angle when there's no advantage provided by the glancing contact. Throwers know about this rule and train to avoid this contact, but it's still a common foot foul.

i've watched a lot of SP in my time & never seen a foul called for such a throw
the only times i've ever seen fouls called have been foot noticeably touches top of platform with obviously protrusion of toe/foot over platform
i have never seen a foul called for a flimsy possible wafting of toe over the platform but with no discernible toe/foot contact on top of platform
this was a robbery !!!

Right exactly - so all of you a$$holes who are ripping the official, conjuring up conspiracy theories etc etc are basing everything on either live TV footage (sitting on your sofas 4000 miles away) or grainy screenshots.
Because you all know better than the official who was intensely concentrating on that toe board probably from 6 feet away?

This foot foul is called at practically every single meet.

Thanks. You can clearly see the shoe bent over the edge in that frame, proving contact. Of course, even the above screenshot may not stop some of the "Kovacs wuz robbed" posters - there are none so blind as those who will not see.
I saw the replay, but I would like to see the same replay for a few other athletes to see if this infraction is commonly called. In the replay, you could see the judge watching like a hawk.
Perhaps we could go to LetsThrow.com for a better explanation.
