So Mo, a multiple Olympic and World 5,000m & 10,000m gold medalist, runs a mediocre level cross-country race and comes 5th or 10th?? Then goes and does a long training stint in Ethiopia, then returns to competing looking totally ripped and completely invincible. Why would anyone be suspicious?

In a US pharmacy that amount of EPO would cost around $618, so the Ethiopian price is six times cheaper. No clue about the quality, but it was most likely manufactured in India or China and is probably legitimate.
Dosing would depend on your body weight, but you could start with a 5,000 IU dose per week until you establish how well your hemoglobin level responds to EPO.

It is not hard to get EPO in the US. The barrier of a prescription or some nurse or doctor breaking the rules or a trip to Mexico is not that high. This isn't some magic secret substance found on a remote mountaintop.
Some runners--no matter what country they are from--are doping. Someone in the US/Ethiopia/Italy/Great Britain who wants to use EPO will use EPO. The big change in the past few years is that everyone realized that Ethiopians and Kenyans are no better than runners from other countries.
And I bet now that very few people dope on that track. The dopers have moved on to a new track and Ethiopia is threatening prison sentences for dopers (and 2 years for punching your coach).
