Go there. People can hide IPs. People can do all sorts of things. If you post via your phone, your IP changed depending if it's cellular or Wifi.

You are either injured or not, you can run or you can't run. This is the WCs, half of the athletes aren't 100%, if you can run 200m, you can run a 100m. How in the heck can we have a sport and two of the best athletes not face each other in an entire season.

You're speculation could be true. Theoretically, an athlete can be tested anytime. Pulling out of a major championship doesn't prevent an athlete from getting tested. Pulling out could even increase the odds of getting tested, in an ideal world where the governing organizations weren't corrupt.
The reason I think your speculation is false is because Bolt is the one who has been visiting Dr. Wolfhart repeatedly in recent weeks. If there is any special substance causing a glow, Bolt would be flashing like a neon sign. Check out photos of Bolt a few short weeks ago compared to this week. My, the lad gets in shape quickly.
But your speculation could still be true. Perhaps a new potion was being employed. Perhaps the powers that be don't want a young upstart negatively impacting their future profit potential.

We now know he isn't running at all but ...
The 100 is two races on Friday and two races on Saturday
Then the 200 is round 1 Monday, semis Wednesday, finals Thursday
If it's a slight injury, your best chance is to give the extra few days to heal and run the 200.
That would make total sense.
And track is not like a team sport where you can be less than 100% and still win because your skills are good.
There are no skills in running. It is all physical effort.
