I think the article says Ireland's first gold medal at the U20 champs also, not Ireland's first sprinting gold medal period.
This was just designed to appease the racists who think black people shouldn't compete for predominantly white countries; i.e Chelimo, Farah etc.

I know it's very trendy right now to pretend you don't see race, and to attempt to most loudly proclaim how amazingly tolerant and enlightened one is online and in person, but that doesn't mean there aren't inherent differences based on genetics. Plugging your ears and yelling "La La La!" wont make that go away.
